2 year old handflapping...do I need to worry?

Our 24 month old foster son waves or flaps one hand when excited. He also does other gestures like waving, hot, hot, to foods, and motorcycle, motorcycle with his fist. He does have a speech delay, but says a few words. He attends easter seals, hearing is okay, has been checked by a developmental ped. who believes it is just a speech delay. He does giggle, is afffectionate, has good motor coord. gets along with kids, plays, answers to his name, likes to dance, play chase, falls into your arms, wants to be picked up, makes eye contact and has ALL of his receptive language. Do we need to worry about the flapping? It usually is when music from a DVD or show comes on. Any answers are appreciated.
